Is 38 too old to become a web developer?

I worked for 2 years learning html/css in a company, but that was 8 years ago. I learned how to make websites with good practices but I didn’t have time to learn javascript from 0 since I was mostly doing basic landing promo websites. I mostly used libraries if I wanted to apply a particular effect, but I was basically a junior dev. I am 38 and I was wondering if it may be too late to start again?What kind of language is best to land a job. Would HTML/CSS/javascript be enough? I am completely out of the loop.
